Helbling has been retained by the University of Illinois at Chicago to conduct an executive search to secure a Vice Chancellor for Administrative Services.

The University of Illinois at Chicago (UIC) invites applications and nominations for the position of Vice Chancellor for Administrative Services. UIC is the largest university in Chicago with 30,328 students, 12,473 faculty and staff, 15 colleges, and the state’s major public academic medical center. The University of Illinois Hospital and Clinics is comprised of a 495-licensed-bed hospital, which cares for more than 135,000 unique patients every year; the Outpatient Care Center, which houses 21 primary and specialty care clinics; and multiple off-site clinics throughout Chicagoland. UIC is one of the nation’s leading research institutions with $355 million in annual research expenditures. UIC has a $2.1 billion annual operating budget along with 181 buildings and 15 million square feet of assignable space on 250 acres in Chicago, plus university owned facilities at regional campuses in Rockford and Peoria.    
 
One of seven Vice Chancellors reporting directly to the Chancellor, the position is responsible for the oversight, leadership and management of vitally important service areas which support the educational, research, public service, and patient care mission of UIC and its regional sites. These units include: Police, Capital Planning, Environmental Health and Safety, Emergency Preparedness, Utilities, Sustainability, Transportation, Facilities and Grounds Management, Parking, and Mail Services. The Vice Chancellor for Administrative Services is responsible for a $100 million operating budget and labor relations and management oversight of over 1,000 employees within the entire division of Administrative Services. 
 
Qualifications sought for the position: 
  • Master’s degree or Bachelor’s degree with related professional certification is required. Advanced degree in a relevant field preferred.
  • Minimum of ten (10) years related and progressively responsible administrative work experience, in a large, complex organization is required, preferably in a large institution of higher education or multi-facility health care system. The successful candidate’s experience must include several of the major functional units and responsibilities overseen by this position.
  • Strong demonstrated capabilities in planning, budgeting, financing, and management in the physical facilities area. Understanding of and familiarity with complex budgets and operating statements, various funding sources, and revenue and expense models. 
  • Strong commitment to developing an organization that supports student success and that provides support to faculty and researcher activities.
  • Familiarity with law enforcement management, emergency management, and best practices for creating a supportive living and learning environment.
  • Understanding of regulatory and legal issues surrounding major land and facilities development projects involving public-private and public-public partnerships.
  • Working knowledge and or ability to implement a preventative maintenance program for mechanical and structural operations, custodial, grounds, crafts, trades, utilities, and vehicle fleet operations and maintenance.
  • Recognized experience and demonstrated success working in a highly complex labor and civil service organizational structure with a demonstrated commitment to diversity.
  • Highly motivated with a strong interest in serving the needs of the university, faculty, staff, and students. Strong focus on excellence in customer service and a demonstrated commitment to ethics, honesty, integrity, and transparency.
Principal duties include: 
  • Provide administrative oversight, direction, leadership and management for the assigned service areas to support the educational, research, public service, and patient care missions of the university, in a cost effective, transparent, and responsive manner.   
  • As a member of the Chancellor’s leadership team, provide advice and expertise on administrative services issues. Represent UIC on all matters related to the physical development of the UIC campuses with university departments, University of Illinois System administration, local, state and federal government, private sector representatives, neighborhood groups, and the general public, as appropriate. 
  • Chief liaison with the University of Illinois System administration in favorably positioning UIC’s capital priorities in the overall University of Illinois plan submitted each year in the capital budget. Coordination of Board of Trustee agenda items for approval of capital improvement projects, and other policy requirements of the University of Illinois system related to divisional service areas.
  • Responsible for providing leadership and direction in evaluating and meeting the facility and physical infrastructure needs of UIC. Ability to manage a complex building program that includes deferred maintenance, energy efficiency retrofits, renovations, and new construction.
  • Development, maintenance, updates to, and implementation of the UIC Campus Master Plan. Administer the campus vetting process, preparation of reports, presentations, studies, reviews, and Board of Trustee approvals, as necessary. 
  • Review and evaluate progress of the UIC Climate Action Implementation Plan as approved by the Chancellor for positive environmental and economic outcomes of benefit to UIC.
  • Promotes open and frequent communication both written and verbal, within the division, across the university and with a broad range of constituencies. Fosters relationships and cooperation of units in VCAS with other university departments.
  • Demonstrates a commitment to organizational success, effectively leading change and initiating improvements in process and culture. Coordinates activities across the division’s departments and fosters consistency in approach, promotes employee development and engagement, and leads the organization in creating an inclusive environment that leverages the strengths and talents of all staff. 
  • Fiscal transparency and accountability over a $100 million budget, which includes college and unit-funded work-order requests, and plant funds for deferred maintenance, energy efficiency retrofits, and renovations that will vary year to year in magnitude. Coordinate closely with the Chief Financial Officer to assure availability of major project funding.
  • Recruit, train, develop, and manage an effective team of direct reports to meet university strategic initiatives. Plan, assign and review work of staff to ensure established objectives are met. Labor relations and management oversight of about 1,000 employees within the entire division of Administrative Services.
  • Administer and provide leadership to planning, design, and construction professionals (both internal staff and external contractors) to ensure quality work that is functional, sustainable, well designed, aesthetic, and cost effective, in accordance with state and federal requirements, agency code, and university standard policies and procedures.
  • Oversee the planning, development, implementation, communication, and maintenance of the environmental health and safety (EHS) program and emergency operations and response, to assure preparedness, protect life and safety, and demonstrate compliance with state and federal laws. Coordinate development of individual administrative unit and college EHS, emergency and business continuity plans. Serve as the Incident Commander over the UIC Emergency Planning Team and Emergency Operations Center.
