Position Overview
The Director of Building Activation, Interiors and Medical Equipment is responsible for leading the development and execution of a comprehensive plan to ensure the successful outfitting and transition of new buildings, facilities, or major building modifications from the construction phase to the operational phase.. This position is responsible for the direct supervision of the four managers – Manager, Transition & Activation, Manager, Interiors and two managers of Medical Equipment. The Director oversees and reviews all phases of pre-design, design and construction, is instrumental in initial project development, scope and budget confirmation, workload management, and project approvals, and ensures adherence of applicable codes, policies and procedures. The position will coordinate with our Clinical Engineering, IT and Plant Operations and Maintenance (PO&M) partners to ensure that equipment, furniture, signage and art are installed timely.

Position Description
- Develop and communicate a clear building activation, interiors and medical equipment vision and strategy for UC Davis Health.
- Lead and manage a team of professionals responsible for building activation, interiors and medical equipment activities, including project managers, medical equipment planners, interior designers, furniture, artwork, signage, transition planners and a complement of external activations consultants.
- Develop and maintain a master list of all projects that need building activation support.
- Create and maintain strong relationships with external stakeholders, including contractors, vendors, and community partners. Close coordination with our IT partners and Plant Operations and Maintenance (PO&M) partners will be key to ensuring projects are activated timely.
- Provide guidance and support to cross-functional teams, including colleagues within FP&D, IT, and human resources, to ensure that the building is activated in a timely, efficient, and cost-effective manner.
- Ensure that all building activation and transition activities are carried out in compliance with all regulatory requirements. Collaboration with FP&D’s licensing partners, project managers, AHJ, and inspectors for scheduling staff and stock and first patient day.
- Develop and manage budgets for building activation, interiors and medical equipment activities. Develop a methodology for multi-year resource allocation in support of initial outfitting and transition planning.
- Provide regular progress updates to senior leadership and other stakeholders on schedules and activation activities.
- Identify and mitigate risks associated with building activation activities.
- Promote a culture of collaboration, innovation, and continuous improvement within the building activation planning team.
- Provide technical and professional leadership on activation and transition projects. FP&D’s activation and transition program manages the staff & stock, training, licensing, moves and decommissioning activity coordination for all UC Davis Health projects both on and off campus.
- Provide technical and professional leadership on design and project management of interiors projects. FP&D’s interiors program manages the planning, design, delivery and installation for all interior furniture, signage, art, and coordinates staff moves in for all UC Davis Health projects both on and off campus.
- Provide technical and professional leadership on design and project management of medical equipment projects. FP&D’s Medical Equipment Planning group manages the planning design, delivery, and installation of all medical equipment for UC Davis Health projects on and off campus.
- Provide on-going supervision and training to staff in all areas of program management, including professional consultant selection, agreements, program process, sustainability goals, policy compliance, contract compliance, change management, negotiations, and claims avoidance.
- Monitor Supervisor’s Team performance and stay in contact with key client groups to ensure a high level of client satisfaction and service. Provide oversight and actively participate in the resolution of conflicts with clients and other service units to ensure the reputation of Facilities Planning & Development in adhering to the Principles of Community and support UC Davis Health’s overall goals.
- Develop strategies for staffing, participate in recruitments and make recommendations for hiring. Manage department priorities for assigned work and make assignments to assigned staff.
- Monitor team budgets and financial performance to keep programs on track and to have appropriate approvals in place to keep projects on schedule. Do analysis and provide documentation required for budget approvals.
- Monitor teams current and future work, track workload and apply resources utilizing assigned staff and outside consultants as required to provide reasonable times for service work.
- Conduct annual performance appraisals for assigned staff and make recommendations to Department Manager for merit increases, promotions and reclassifications. When required make recommendations to Department Manager for disciplinary actions and work with Human Resources and Labor Relations Office to implement approved actions.
- Provide a high level of customers service consistent with the goals of UC Davis Health and the Principles of Community.
- Oversee and provide leadership for the implementation, operation, and governance of a broad array of business, project management, and project control activities, including organizing, selecting, and directing staff and resources.
- Implement standardized process management practices and processes to support University objectives and long-term goals while assuring alignment with other teams.
- Support a team in the design, development and implementation of a comprehensive suite of data-driven tools and metrics used to manage projects, including budget and schedule planning, and project controls, to ensure consistent application and quality assurance.
- Participate in the document control and records management within FP&D.

Qualifications
All health practitioners have mandatory reporting responsibilities when an adult (or a minor who meets special circumstances as described in UCDMC Hospital P&P 1408) presents at UCDHS as an outpatient or inpatient from any source, and if a person presents for treatment of injuries related to domestic violence; or if one has knowledge of or observes a child who one knows or reasonably suspects is the victim of child abuse; or if one has knowledge of, or reasonably suspects that an elder or a dependent adult is the victim of elder/dependent adult abuse. Non-health practitioners, who suspect that an individual is a victim of abuse as outlined above, are required to report their suspicions to a health practitioner. All employees have a mandatory responsibility for knowing and complying with the Code of Conduct standards and the Compliance Program.
Skills, Knowledge & Abilities
- Bachelor's degree in Architecture, Construction Management, or closely related field.
- Minimum of 10 years of experience in building activation, transition planning, medical equipment and interiors or related field with proven examples of completed projects.
- Strong project management skills, with a proven track record of managing complex projects on time and on budget.
- Excellent interpersonal and communication skills, with the ability to work collaboratively with cross-functional teams and external stakeholders.
- Strong analytical and problem-solving skills, with the ability to identify issues and develop effective solutions.
- Knowledge of building codes and regulatory requirements related to building activation and transition.
- Ability to lead and motivate a team to achieve common goals.
- Proficient in project management software, Microsoft Office Suite, and AutoCAD.
- Ability to work independently and manage multiple projects simultaneously.
Preferred Qualifications
- Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.
- Working knowledge and understanding of Integrated Project Delivery and Lean Construction Techniques.
- Working knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.
- A high level of understanding and skills to work with both internal and external agencies with related code and policy enforcement responsibilities like UC Davis Fire, Environmental Health & Safety, local municipalities and other state and local agencies.
- Experience to manage and supervise others, conduct performance reviews, deal with conflict and the enforcement of human resources policy and procedures.
- Financial and accounting skills to develop and manage budgets for services units. Establish technical needs and staffing requirements based on project workload projections.
- Experience to manage workload and prioritize between projects in a dynamic work environment, adapt to shifting priorities and respond to emergencies in a calm and professional manner.
- Superior oral and written communication skills. Skills to deal effectively with a broad range of individuals from construction workers to the highest levels of University’s management personnel, occasionally under stressful circumstances. Written communication skills to prepare clear, concise and professional reports and correspondence.
